We are recruiting for an Operations Manager for our Central Washington region with the ability to provide leadership and support to accomplish the agency, regional, and local Regional Workforce Development Boards (RWDB) strategic plans. Through compassion and patience thecenters provide our customers with information about the full range of agency services and programs and directs them to the appropriate internal or external resources and support services. These offices are a critical piece of our mission of providing our services to job seekers and employers.

As the Operations Manager you will have the opportunity to develop and provide operational focus and framework for the implementation and success of all regional programs and services, delivered through partnerships in the WorkSource System. You will be the principal advisor to the Area Administrators on matters of oversight and accountability for budget development and management, staffing deployment planning and implementation of regional operations for agency program and services provided through local offices. Demonstrating your leadership attributes of mentoring, coaching and nurturing for area administrators, supervisors and front-line staff will be key as you will lead the region to integrate services to customers by applying "human centered design" principles.
 
  Some of what you will do:   
 

  • Work across regions, with agency policy and system program teams to implement standard work for ESD programs to provide local service delivery to meet the needs of customers. 
  • Develop, maintain, and build collaborative relationships with Regional Workforce Development Boards (RWDB) staff, executives, stakeholders, partners, and community members in support of local workforce system.
  • Review the regional operating budget with the with each Regional Direct and ensure that each local office administrator is managing their local resources effectively and has the tools that they need to succeed.
  • Ensure programs and services have the right tools for integration with Workforce programs locally and promote local partnerships throughout the Central Region.
  • Assist with collaborating across regions with all Administrators, leaders from the other four regions and with EC Central Operations staff and cross-agency division leaders to achieve the strategic objectives of the region and the agency.
  • Ensure the region and offices strategy plans are supported and implemented with regional support from the Director, Change Agent, and Administrative Team.
  • Review with regional Administrators the development of local contracts, resource sharing agreements, interagency agreements, MOUs, leases, data sharing agreements, etc.
  • Support, train, and mentor administrators developing them as system leaders.
  • Ensure staff across the region understand the strategic direction and intent of human centered design and how it applies to service delivery.
  • Support a working environment that encourages Lean thinking, continuous improvement, and customer centered service approaches, employee engagement, system integration, and innovation.
  • Ensure local and regional leaders understand agency and regional performance goals, track and measure local performance for all federal and state programs.
  • Attend intensive data focused training in order to be able to provide the region with regular performance and data reporting, analyzing status and target information with the Regional Director, Administrators and Supervisors and other staff or partners.
  • Qualifications

    Required:

  • A combination of relevant education and experience totaling no less than ten (10) years.*
  • Six (6) years managerial experience overseeing a staff of twenty or more employees.*
  • Five (5) years of experience designing, implementing and managing programs.*
  • Five (5) years of experience work with diverse groups and teams.*
  • Must have:Strong professional skills in management, coaching, facilitation, operations, process improvement, data analysis, communications, strong supervision skills, strategic thinking, relationship building, conflict management, presentation skills, listening skills, fiscal management skills, project management skills, performance management, budget development and oversight.Knowledge of the principles and characteristics of leadership (leader-leader, mentoring) that are demonstrated in ways such as possessing a strategic and tactical vision for the programs; maintaining a commitment to customer and constituent focused service delivery; accepting fiscal and stewardship responsibilities; demonstrating support of a culturally and ethnically diverse workforce and customer base; using QI processes and team based management principles; and working to develop services that reflect the agency's mission.A solid understanding of the Workforce Innovation and Opportunity Act (WIOA) and Washington’s workforce development system.
