The Market Vice President (VP) for Optum Complex Care Management (CCM) Texas/Oklahoma reports to the Regional President (RP) of Optum CCM for South Region. The VP is responsible for developing and executing the business plan and vision of the market in conjunction with the Institutional and Post-Acute Product Strategy and Clinical teams. The VP is responsible for ensuring execution on quality and affordability initiatives relative to the market. The role leads the execution of the day to day tactics of managing growth and profitability and manages the P&L in the market. The role also tracks and manages daily, weekly and monthly performance related to health plan sales, membership, STARs, HCC coding, and medical expense. The VP also works with local teams to drive growth & profitability - collaborating on bid filing strategies, benefit design, and distribution. The VP owns relationship management with the UHC Medicare and Medicaid business and external provider groups in the post-acute space.

Primary Responsibilities:

  • Direct P&L impact including budgeting, forecasting and actual performance
  • Responsible for ensuring execution on quality and affordability initiatives relative to the Institutional Special Needs Plan (ISNP), Institutional Equivalent Special Needs Plan (IE SNP) and Post-Acute (PAC) community products in the market
  • Responsible for carrying out the strategic priorities in conjunction with the Product Strategy and Clinical teams
  • Track and manage profitability and daily performance - STARs, RAF/HCC, utilization and medical expense/affordability, growth, etc.
  • Coordinate and Collaborate across the complex matrix structure and multiple Optum teams and touchpoints (CCM, Enterprise Clinical Services, etc.)
  • Manage the local market relationships with other lines of business, including M&R, C&S, UHN, and external provider groups in the post-acute space (Home Health, Hospitals, ACOs, etc.)
  • Provide leadership and direction, and skill development to the local cross functional leadership team
  • Develop the appropriate product, marketing, sales, clinical, and operating strategies to maximize revenue and profit
  • Promote a positive image of UnitedHealthcare and Optum with local providers, state regulators, and customers
  • Ensure regulatory compliance
  • Review expense drivers and create plans to reduce waste and increase the affordability of our products

Required Qualifications:

  • 10 + years of experience in the healthcare industry, preferably including Medicare and at-risk managed care
  • Experience and success in strategic planning and development
  • Demonstrated successful leadership skills in program execution and teambuilding
  • Proven leadership skills in both internal and external environments
  • Demonstrated ability to execute to short- and long-term growth and profitability targets

Preferred Qualifications:

  • Degree in business administration, health care, MBA
  • Long term care experience
  • Previous P&L/budgetary experience
