DescriptionThe Mortgage Product Development Manager will focus on affordable lending. They will be responsible for:+ Analyze and interpret Investor Announcements, Bulletins, Mortgagee Letters, VA Circulars, etc. and create development plan for implementation of guidelines and product changes adhering to sensitive time lines.+ Manage and approve the implementation of comprehensive internal and external Operations/Selling Guide changes for all channels.+ Oversee the coordination and publication of change documents with desktop publisher Allregs working with the conventional and government Product Managers, Business Services and Technology Liaison.+ Provide recommendations for potential opportunities for expansion and identify credit/product/policy/process and system impacts. Identify product risks and create/facilitate risk mitigation plans and strategies.+ Evaluate borrower/market needs, competitive gaps and/or opportunities for Sales within specific product areas or responsibility. Perform market research as needed (provide Business Intelligence (i.e., competitive/market activity, customer needs, regulatory issues, technology trends). Work with management to set product objectives, strategies (target audience, markets, etc.) and plans.+ Learn and maintain a current working knowledge of all agency, non-agency (portfolio and Home Equity), investor and Citizens/FAMC guidelines. + Be knowledgeable and have an understanding of operations, regulations and systems. Help identify any legal, compliance, pricing, delivery or other risks that must be addressed and interface with the necessary parties to ensure acceptable solutions.+ Facilitate engagement of required stakeholders and thorough/timely review of policy/product/process changes to ensure high quality output and reasonable time to market. Provide guideline interpretation and impact to systems liaison in support of creation and maintenance of new/existing products as it relates to loan origination system, government systems as well as mortgage servicing system. Define business requirements or system maintenance updates as needed. Lead product projects, including but not limited to, defining project scope document, project kickoff ppt., build business case, writing business requirements document, process flow/mapping, identifying system requirements, implementation task plan to address all implementation tasks form inception through final delivery, conduct project team meetings (prepare agendas /minutes) training materials and job aids/tools. Coordinate and help document processes or workarounds with business partner requirements and timelines. Work with IT to coordinate across multiple systems for on time execution. Manage cross-functional relationships to ensure appropriate participation. Prepare formal Change Announcements and marketing "splash" announcements when needed.+ Conceptualize and define new products and programs and present to Product Board and other governing committees. Provide monthly Product/Policy status reports for the Product Board.+ Be the business line expert from the product group - assess feasibility, timeframes and operational implications and represent product in "cross functional" teams/PODS.+ Provide support as needed to sales and operations in interpretation of product guidelines. Provide guidance to Operations personnel to control risk and to effectively meet investor requirements (i.e., Processing, Underwriting, Closing, Post-Closing & Government Insuring). + Coordinate with and work routinely with Credit Administration and Investor Relations as needed to support Credit related needed guidance, underwriting support and/or projects. Work with specific investors and/or outside consultants related to product responsibility to ensure communication is timely.+ Function as primary point of contact with certain Affordable and Bond HFAs and backup on Government entities (HUD, VA, GNMA etc.) and facilitate productive relationships for policy and product changes.+ Provide technical product knowledge assistance to marketing in support of marketing materials as well as of product training to loan production and operations staff.+ Oversee, coordinate item tracking as in Change Control database (JIRA). Communicate product development status and information to residential mortgage colleagues.+ Provide support in the testing of products in LOS. + Support research of policy changes and as needed, manage the implementation of policy related procedures and/or system workarounds. (Flood insurance policy, OGM leases, ULDD, Secondary Financing SharePoint and process). + Pull reports for product volume and other analysis- monitor success of implementations, ongoing usage issues+ Manage Product Development help desk reporting including exception tracking and any required reconciliation with compliance or business channel reporting. Help manage day-to-day product issue resolution/provide product support. Create and maintain job aids, calculators, worksheets, Sales Tool, FHA FAQ and product training as neededQualifications+ A minimum of 10 years mortgage banking experience with direct experience in product management of 5+ years+ Significant experience in working with and in-depth knowledge of Agency, Affordable, Bonds, FHA, VA and USDA mortgage products, programs and guidelines. Knowledge of the Home Equity products is a plus.+ Mortgage project management experience is a must.+ Requires excellent leadership skills, strong organizational and project management skills; Agile experience preferred (matrix management responsibilities working with other departments and SMEs).+ Requires strong analytical skills, with attention to detail; excellent critical-thinking and problem-solving skills.+ Ability to work independently as well as with team comprised of members from across all Home Mortgage channels/departments.+ Product and policy rules, regulatory and investor guideline interpretation and communication experience a must.+ Determine direction, prioritization and product roadmap for all affordable and bond product guidelines for the Retail, Wholesale and Correspondent channels+ Demonstrated process improvement opportunities and problem solving, working with other SMEs to coordinate the development and implementation of new products / product changes /process workarounds or other special projects of significance.+ Requires superior relationship management, relationship building and collaboration skills. Candidate should have experience demonstrating the effective application of those skills across multiple business lines and within various departments.
