Our work depends on a Senior Cost Analyst joining our team to support the activities in support of the Research, Development, and Acquisition Support Office (RDASO) at Fort Detrick, Maryland.

Pursuant to a customer requirement, this position is contingent on providing proof of COVID-19 vaccination or submitting to regular COVID-19 testing at your own expense. Must be able to meet customer facility COVID requirements.

In this role, a typical day will be to:

  • Develop Life Cycle Cost Estimates (LCCEs) and Government cost estimates in support of selected programs, and update the estimates as required.
  • Develop and analyze Microsoft Excel cost models.
  • Assist in development of and analyzing cost and schedule risk-adjusted LCCEs, Cost-Benefit Analysis (C-BAs), Business Case Analyses (BCAs), Analysis of Alternatives (AoAs), program office estimates, and other cost analyses.
  • Create, review and analyze cost estimates using the Automated Cost Estimating Integrated Tool (ACEIT) suite.
  • Validate product manager (PdM) level cost estimates developed in ACEIT.
  • Provide cost estimating support at the product and portfolio level, to include developing portfolio models that integrate and display time-phased cost and schedule risk-adjusted views of multiple acquisition systems.
  • Develop presentations and briefing executive leadership on program cost positions, impact of budget changes on supported programs, and other cost issues.
  • Assist in the development of budget submissions (Procurement (P)-Forms, Research Development Test and Evaluation (R)-Forms, etc.).
  • Provide financial management expertise in the development of Command-wide cost estimating policy(ies) and guidance for the development and reporting of cost estimate information.
  • Support USAMRDC leadership and subordinate organizations to identify and resolve issues, and make sound and timely recommendations.
  • Review and access program risks relative to schedule and cost.
  • Review program integrated master schedules (IMS) for completeness and consistency with cost estimates.
  • Assist in the review, edit, and consolidation of the annual (and out-year) budget requirements based on program LCCEs.
  • Assist in the production of finance documents and conduct financial analysis and funds management in support of acquisition documentation (e.g., milestone decision approval cost estimates, acquisition program baselines (APBs), acquisition strategies, LCCEs, etc.)
  • Enter select acquisition program data into the Defense Acquisition Visibility Environment (DAVE) on behalf of the IPTs/PdMs and the USAMRDC. Activities include but are not limited to converting cost from base year to then year, entering program Acquisition Program Baselines and submitting program documentation in the Acquisition Information Repository (AIR). 
  • Ensure work products are in compliance with Office of Management and Budget (OMB) regulatory guidelines and processes, and Will Cost guidance and processes.
  • Prepare and present cost, schedule and risk -related topics/training to all levels of staff in face-to-face and virtual environments.
  • Participate in special projects as required.
  • REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in accounting, management, or a related discipline or equivalent combination of education, professional training or work experience
  • 15 years of experience in cost estimating
  • Expert level understanding of cost estimating principles and procedures.
  • Excellent verbal and written communications skills and experience developing briefings and presentations
  • Experience with the use of Microsoft Outlook, PowerPoint, Excel, and Word.
  • US Citizenship
  • Ability to obtain T1 (Public Trust)
  • PREFERRED QUALIFICATIONS:

  • Experience in developing life-cycle cost estimates (LCCE) in support of DoD programs.
  • Experience with the use of the ACEIT suite.
  • An understanding of medical acquisition programs and experience related to medical and drug development.
  • Previous experience applying the DOD Planning, Programming, Budgeting, and Execution (PPBE) system to program cost estimating.
