We are looking for an experienced Senior Analyst to support the U.S. Immigration and Customs Enforcement (ICE)'s Office of Policy and Planning.


Primary responsibilities will include:

  • Support the creation and revision of ICE Strategic Plans, Enterprise Risk Management and ICE Joint Requirements Integration and Management System (JRIMS) documentation; to include, but not limited to, Capability Analysis Study Plans (CASPs), Capability Analysis Reports (CARs), Non-Material Change Recommendations (NMCRs), Mission Need Statements (MNS), Concept of Operations (CONOPS), and Operational Requirements Documents (ORDs).
  • Participate, as directed, in strategy, risk, and requirements Working Groups or Integrated Project teams:
    • Perform research, analysis and data mining of the ICE mission areas.
    • Research and analyze other component acquisition documentation (MNS, CONOPs, ORDs, etc.) to identify ICE equities.
    • Draft recommendations to leadership on how/when to best engage DHS components regarding ICE's equities embedded in their respective acquisitions.
  • Perform a Capability Gap Assessment (CGA) of ICE's mission areas:
    • Perform research and analysis to develop a strategy, and plan, for the most efficient and effective method of performing a CGA process for ICE to capture mission requirements, risks, capability baseline, and capability gaps to support operations and acquisition. CGA approach will be documented in a JRC CASP.
    • Leverage the CGA result to develop a strategy, and plan, to document ICE requirements in the JRIMS Capability Analysis Report (CAR) format. The CAR provides traceability between strategic guidance; operational missions, objectives, or function; threat and hazards, and requirements.
  • Draft artifacts to support the development of, reports, white papers, executive summaries and/or presentations.
  • Participate, as directed, in the Strategic Planning efforts, to inform ICE decision-making about the need human capital planning, evaluations, for major new acquisitions, information technology, strategic and other evidence-building and evidence-capacity building investments.

Required Qualifications

  • Bachelor's Degree or higher and seven (7) years of relevant work experience.
  • Have functional knowledge/experience with Microsoft Project, Word, Excel and PowerPoint.
  • Proven work experience with Requirements documentation.
  • Ability to develop operational knowledge and a functional understanding of the ICE operations and their distinctive interaction with other DHS components, State and Local partners in order to understand and document ICE requirements documents.
  • Employing a proactive approach to spotting problems, areas for improvement, with an ability to offer and implement solutions to resolve these problems.
  • Collaborating, building relationships and influencing individuals at all levels in a complex environment.
  • Ability to manage multiple projects simultaneously.
  • Excellent written and verbal communication skills, with a strong attention to detail.

Desired Qualifications

  • Knowledge of the business management operations of ICE and the Joint Requirements Council.
  • JRIMS, ERM, and SELC expertise.
  • Knowledge of DoD 5000 series.
  • Security clearance.
