About the role

You will design, develops/builds, tests and implement data and technical solutions with a focus on creating efficiency and scale through technology and automation of Oscar's infrastructure and underlying logic for core insurance functions. You will Understand Oscar's infrastructure, underlying logic, and data models, and works to work on requirements/rules that support our needs. You will Identify opportunities for technology enablement, apply technical expertise to design, and implementation of solutions to address operational challenges across the core insurance functions.

You will report to the Director. Insurance Operations. This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Connecticut, Florida, Georgia, Illinois, Maryland, Massachusetts, Michigan, New Jersey, New Mexico, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, Tennessee, Texas, Utah, Virginia, or Washington. Note, this list of states is subject to change.

Responsibilities

  • Apply clear frameworks and knowledge to manage the development to production lifecycle of new and existing tools and features, to allow operational efficiencies, improve quality, and contribute to Oscar's regulatory or strategic needs.
  • Knowledge of industry-standard and available development tools, infrastructure, frameworks and libraries and when to apply them
  • Consult and cross collaborates on iterative problem definition and technical scoping to build and document scalable and repeatable processes
  • Architect and lead development of technical solutions in response to requirements from partners re: new product and market expansions, automated workflows, new/improved tooling, and data integrity needs
  • write correct, stable, and modular; capable of independent delivery and carefully weigh needs with technical design
  • Reduce potential failure scenarios and develop stable systems that are easy to maintain
  • Key contributor to code review and design reviews for projects across the team
  • Be the expert on, and identify opportunities to improve, the Operations ecosystem, technology and data models and its current strengths, weaknesses, and gaps, and communicates in structured terms to varied audiences and levels
  • Expertise across multiple technical, business and data domains and of solutions across those domains
  • Design and communicate tech-first solutions for essential operational and business problems. Independently represent our team in work, projects, and technical discussions.
  • Can contextualize immediate and future impact of technical design choices
  • Find and address risks; respond to and resolve issues through investigation to produce insights for technology-enabled solutions
  • Partner with the Engineering and Data teams to structure and operationalize the next generation of health insurance operations; prototype and integrate with engineering and data services, pipelines, and models.
  • Support urgent operational needs through on-call rotation; solve production issues across team boundaries
  • Coach junior engineers, helping them to build successful products according to our best practices
  • Qualifications

  • A technical bachelor's degree or 4 years commensurate experience
  • 5+ years experience in a technical role (examples include QA lead, data lead, systems lead, engineer, QA engineer, solutions architect)
  • 3+ years experience in coding or data software experience
  • Advanced database language experience
  • Bonus Points

  • A professional background in coding, analytics, math, finance, statistics, or data science
  • Experience with multiple phases of technical projects (e.g. from early design phases through stable operations/production)
  • Experience as a team leader or supervisor
