The MORPHEUS Program is a $1.5B single award IDIQ program to research, develop and implement new and innovative test technologies for the Department of Defense (DOD). This role can sit remote but will require travel 25% of the time. This position is CONTINGENT upon contract award, and the expected award date is in February 2022. MORPHEUS Program Mission: The Under Secretary of Defense Research & Engineering, National Security Innovation Network (NSIN), supports the Services to understand the landscape of options available and de-risks those solutions through its suite of programs. NISIN is the sponsor of this procurement. NSIN works with a network of government, academia, and industry innovators to solve national security problems. In partnership with GSA FEDSIM, NSIN is seeking to provide a scalable, comprehensive, project-based contract solution that addresses Test & Evaluation (T) services and capabilities to sponsoring organizations for rapid incorporation into operational technologies and missions. Job Description: The Program Business Manager will be responsible for the overarching business aspects of the program, including Schedule Performance and Metrics, Customer interface, reporting monthly variance analysis, quarterly approval, and appropriation review, negotiating undefinitized work, and ensuring the program is executing per the contract in conjunction with the Program Manager, and managing human resources. Guiding and directing all Task Areas WRT hardware, software, systems, and specialty requirements to achieve program and technical success Key Responsibilities include but are not limited to: Perform program planning & control oversight that may require full EVMS, and/or other innovative reporting tools and approaches. Interface with customers to ensure CDRLs, and all other financial deliverables are timely and accurate. Manage baseline efforts, and lead efforts for all Initial Baseline Reviews (IBR's) with customers. Report to the PM on status of financial metrics Perform monthly review in conjunction with the Program Manager of schedule and other metrics essential to performance scores. Present ongoing status to internal and external management. Drive a high level of accuracy into program cost and schedule variance analysis. Present ongoing status to internal and external management. Perform, review, and present monthly, quarterly, and annual, financial and risk and opportunity data and reviews to all levels of management. The candidate will be expected to provide valuable review, insight, and positions to Business Management, and Program leadership above and beyond simple reporting Exhibit a high degree of flexibility on fast-changing, fast-growing, and high visibility program(s). Create, develop, present, and defend complex What If / Excursion analysis to all levels of management Lead interface with applicable customers, subcontractors, and auditors (internal and external) Interface with Task Areas and Program leadership to include but not limited to the Program Manager, Chief Engineer, Innovation Manager, Task Area Leads, Multi-Tenant Client Interface Lead, and Contracts to ensure risks are understood and financial performance is achieved Manage all proposal development from receipt of RFP, through estimating strategy, proposal, development, proposal submission, and fact-finding. Special emphasis will be placed on negotiating undefinitized contract actions. Support the programs in new business capture strategy, proposal development, negotiations, and ensure sound business deals within delegated parameters are achieved Other duties include leading program efficiency initiatives and other special projects to improve profitability and/or compliance. Here's What You'll Need: Required Qualifications: Bachelor's degree and with 10-years of related experience; Master's degree and 7 years of relevant experience Minimum 5 years experience managing all program financials on a greater than $100M program to include Earned Value, Quarterly EAC updates, and Development of the Annual Operating Plan (AOP / LRSP).
