Hi, we're Oscar. We're hiring a Technical Operations Manager to join our Insurance Operations team.

About the role

As the Technical Operations Manager, you will have end-to-end oversight of technical solution design, management of development/build, testing and implementation, with a focus on creating efficiency and scale within core healthcare operations through technology and automation. You will develop an understanding of and identify improvements to the Oscar's infrastructure, underlying logic, and data models. You will understand and translate requirements/rules from team members.

You will independently identify, scoping design, and implementing technical solutions across the team's operational domains. Your work will build and improve upon Oscar's technology platform for core insurance functions and drive important projects that contribute to the unique provider and member experiences that are necessary to supporting Oscar's growing membership.

You will report to the Senior Director, Insurance Operations. This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Connecticut, Florida, Georgia, Illinois, Maryland, Massachusetts, Michigan, New Jersey, New Mexico, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, Tennessee, Texas, Utah, Virginia, or Washington. Note, this list of states is subject to change.

Responsibilities

  • Identify opportunities to improve, the operations ecosystem, technical infrastructure and data models, including current strengths, weaknesses, and gaps - applying clear frameworks and knowledge to represent Insurance Operations in important discussions
  • Determine how to deploy the team's technical toolkit to solve operational challenges
  • Oversee technical operations roadmaps, working to develop solutions that radically improve efficacy and efficiency of existing operational processes or unlock new capabilities
  • Determine a set of metrics to measure business and operational impact, and analyze and use them in decision-making processes
  • Find and address risks; respond to and resolve issues/errors/escalations through investigation to produce insights for short/medium/long-term technology-enabled solutions
  • Lead iterative problem definition and technical design/scoping, managing and maintaining relationships with business and technical teams across Oscar to gather support where needed
  • Lead the implementation of projects and represent the needs of team members by distilling requirements of new product and market expansions, and designing automated workflows to reduce manual work requirements
  • Support engineers, analysts and other Operations team members to resolve escalations through issue investigation to produce insights, training, and technical tooling
  • Partner with the Product, Engineering and Data teams to structure and operationalize the next generation of health insurance operations
  • Qualifications

  • A technical bachelor's degree or 4 commensurate years of experience
  • 5+ years experience in a technical role (e.g. project manager, product manager, operations manager, lead/senior consultant, industrial engineer)
  • 5+ years of experience using coding languages such as SQL
  • Experience developing project plans and coordinating with all partners
  • Bonus Points

  • An academic and professional background in coding, math, statistics, or data science
  • Knowledge management, training, or content development experience
  • Experience in the healthcare or health insurance industry
  • Experience with network data modeling, data governance and technical design
  • Experience with Provider Data Management
