The Manager, Health Plan (Payer) Operations Consulting is a senior consulting expert within the Optum Advisory Service - Health Management & Operations practice, serving health care provider and payer clients. The role requires a healthcare management consultant with proven consulting experience developing and implementing strategies and solutions with clients.

The consultant will accountable to drive client engagement success by delivering with quality and urgency. He/she will also be responsible, depending on the engagement to manage the success of a consulting team. The consultant will also be responsible as a subject matter expert within Health Plan Operations to help expand existing accounts and help drive new business striving for strong client delivery and satisfaction for Optum.

Success in this role requires large scale consulting experience with both strategic and operational business domain experience within Health Plan/Payer Operations. Expected experience and exposure includes eligibility, enrollment, member engagement and experience, net promoter score, and Social Determinants of Health (SDOH) strategies and solutions, call services, omni-channel, and operational financial management. Additionally, experience in assisting clients achieve operational optimization, cost savings (operational and administrative) is important.

**Travel is required for this role and typically our associates travel Monday through Thursday. Location of residence is flexible for this role; however, travel is a requirement.**

Primary Responsibilities:

  • Program Oversight & Service Delivery (80% Time Allocation):
    • Matrixed and/or direct responsibility for the oversight, hands on participation and delivery of large-scale projects/programs; large scale programs are defined as high cost, high complexity and/or high risk
    • Drive assigned engagements with urgency and focus on high quality delivery
    • Serve as lead and/or subject matter expert within scope of expertise and experience (i.e., enrollment/eligibility, call services and omni-channel solutions, member engagement/experience/satisfaction, SDOH)
    • Provide strategic input to the development of program roadmap and timelines
    • Create a team-oriented work climate that enables professional development and encourages creative solutions and strategies
    • Support the management of resources within programs, as required, based on engagement
    • Require that quality assurance methods are implemented within the program
    • Provide coaching and mentoring of project team with the goal of developing and retaining talent within the organization
    • Ensure personal utilization rate and billable revenues are attained annually

  • Sales Activities Support (10% - 15% Time Allocation):
    • Develop proposals and statements of work for client specific engagements
    • Lead, participate, support and complete RFI, RFP and sales process
    • Complete financial analysis for proposed solutions
    • Builds Marketing and Sales Collateral
    • Attends and participates in oral presentation

  • Client Management and Client Satisfaction (10% Time Allocation):
    • Establish trusted partner relationships to expand Optum's footprint at designated clients
    • Work with client to lay out strategic roadmap for consulting solutions
    • Obtain / maintain high client satisfaction scores (>90%)

Required Qualifications:

  • Bachelor's Degree in business related field
  • 5+ years of extensive Healthcare Business Operations experience within a Payer environment
  • 5+ years of experience in management consulting
  • 5+ years of experience in Payer Operations with direct experience in Member Services functions, to include Call Center, CRM, eligibility management, member experience optimization, member journey mapping
  • 5+ years of Operational Process Improvement or related experience
  • Demonstrated experience with C-suite leadership
  • Demonstrated executive presence, communication skills
  • Experience in data analysis (e.g., business reporting and operational analytics) and financial analysis
  • Ability to think strategically, proven experience defining operational solutions to address client pain points
  • Problem-solving skills (identification of issue, causes, solution, implementation plan)
  • Demonstrated experience in program management, to include work and resource planning and management, program delivery and quality, among other functions
  • Ability to influence and motivate cross functional teams
  • Ability to travel up to 80%

Preferred Qualifications:

  • Master's Degree in business related field
  • Demonstrated experience with proven process improvement methodologies (Six Sigma, TQM, etc.)
  • Experience writing and executing business plans for new consulting solutions
