Summary:

The 504 Facilitator provides instructional support and ensures compliance of State and Federal requirements for Exceptional Student Services personnel in areas of low incidence and specialties. (Assistive Technology, Hearing Impaired/Visually Impaired, Pre-School, Transition, Extended School Year, Significant Disabilities/Autism).

Essential Duties and Responsibilities:

  • Develops and provides training in areas of expertise to principals, Exceptional Student Services personnel and parents as requested or needed.
  • Provides assistance with IEP development and meetings when issues arise in relation to his/her area of expertise.
  • Attends IEP meetings and school based meetings when needed to ensure Least Restrictive Environment for initially identified students with disabilities (in his/her area of expertise).
  • Communicates with parents to clarify issues regarding rights of students with disabilities in the educational setting.
  • Monitors students in his/her area of expertise to ensure that the students have access to the general education curriculum.
  • Collaborates with Homebound instructional personnel and Exceptional Student Services administration when needed.
  • Assists with Self-Review Special Education Monitoring, District Quality Support Team Monitoring, LEAP Site Monitoring or any other district school improvement action.
  • Attends federal/state/parish training relative to writing compliant IEPs, changes in the IEP process and other matters related to Exceptional Student Services policies and instruction.
  • Demonstrates knowledge of and implementation of evidence strategies for students with significant disabilities in areas of behavior, teaching practices, assessments and progress evaluation.
  • Maintains equipment/materials inventory needed to implement individualized programs for students needing services in his/her area of expertise.
  • Assists in collection of requested documents for state audits.
  • Receives all Assistive Technology (AT) assessment requests, reads and assigns staff members to conduct the assessment.
  • Meets with Assistive Augmentative Communication (AAC) therapists, Pupil Appraisal Services and AT assessment team for specific needs of students.
  • Updates guidelines and procedures for the use of AT/AAC for the parish each year.
  • Works with Property Control inventory staff members on input of data of Exceptional Student Services equipment.
  • Performance Responsibilities in the Area of Hearing Impaired
  • Coordinates procedures for locating, and assigning interpreters in various sign systems for students and for schools (open houses, IEP meetings with deaf parents, school conferences, etc.) as applicable.
  • Monitors Visually Impaired curriculum for appropriate, developmental programming (strategies and teaching methods) for students with Visual Impairments.
  • Collaborates with regular preschool directors to coordinate activities between regular education pre-school and Exceptional Student Services pre-school (plan and implement workshops for teachers and students).
  • Assists teachers in locating/selecting appropriate teaching materials.
  • Coordinates on-site visits, distribution of materials, dissemination of information, and activities with the Region II Pre-School Coordinator and State Department of Education Special Populations Pre-School Coordinator.
  • Assists teachers in setting up classrooms according to the ECERS-R (Early Childhood Environmental Rating Scale-Revised) and prepares for state evaluation(s) of preschool classrooms.
  • Coordinates beginning of the year distribution and ending of the year closeout procedures for pre- and post-test documentation that must be kept on file by the parish.
  • Periodically conduct conferences with individual and small groups of teachers (Meet monthly with Home-Based and Itinerant Resource teachers to monitor rolls, placements, and guidelines).
  • Interprets evaluation and serves as a consultant in student site based options.
  • Collects data on current students for spring staffing purposes.
  • Coordinates all vocational assessments for special education 9th graders.
  • Monitor Vocational Facilitators who provide work and training opportunities on and off campus for students with disabilities.
  • Serves as Liaison for community agencies in the area of transition.
  • Facilitates transportation with the Transportation Department when problems arise.
  • Develops all Vocational Agreements and associated paperwork for all students with disabilities who are involved in a work or training placement.
  • Collaborates with middle and high school teachers for work training opportunities for students with disabilities.
  • Oversees the monitoring of Community Based Classes to ensure that class activities will result in successful transitioning to the post-secondary setting.
  • Provides training, support and technical assistance for students with Autism and/or Significant Disabilities.
  • Provides professional leadership in developing, coordinating, and implementing literacy and numeracy training to teachers of students with significant disabilities.
  • Writes interim IEPs for students with Autism.
  • Observes classrooms to ensure lessons follow the content standards of the general education curriculum via the extended standards using best practices
  • Assists teachers with appropriately adapted and/or modified age appropriate materials.
  • Provides demonstration lessons as to how to use modified materials and best practices when teaching students with Autism or Significant Disabilities.
  • Collaborate with the budget department on funding guidelines, quarterly reports and expenditures.
  • Compile and review teacher documentation of students meeting criteria for ESY Services.
  • Develop and monitor the calendar of ESY Services screening dates annually.
  • Provide in-services for teachers and staff on the ESY Services requirements and referrals using established ESY Services Screening Criteria.
  • Serve as a resource for administrators, teachers and parents in the areas of the ESY Services and provide in-services as requested or needed.
  • Develop Summary Reports on ESY Services and compile Outcome Reports.
  • Coordinate and assist in the implementation of services to students in Private Schools in collaboration with the Director of Exceptional Student Services.
  • Serve as a resource for private school administrators and parents of services offered by the school district to State Approved Private Schools.
  • Track Service Plan process and timelines.
  • Communicate (verbal and written) to parents services offered and the Refusal of Free and Appropriate Public Education (FAPE) Form and process.

Essential Functions/Qualifications/Requirements:

Education and Experience:

Minimum of a Master's degree from an accredited university or college with valid teaching certification (according to Bulletin 746) and/or a minimum of five (5) years experience in providing services in a school system and/or teaching or working in the area of special education OR valid teaching certification (according to Bulletin 746) in special education and at at least two (2) years of experience in special education outside a classroom setting. Working knowledge of preferred practices in specially designed instruction, relevant federal and state law regulation and system policies and procedures for Special Education. Certification (when applicable) and experience must be in specialized areas: Assistive Technology, Hearing Impaired/Visually Impaired, Pre-School, Transition, Significant Disabilities/Autism and Extended School Year Services.
