PURPOSE AND SCOPE:

Collaborates with management to develop and drive overall strategic plans relating to reimbursement and to drive related process improvements. Drives and directs reimbursement/revenue cycle functions providing support and expertise to divisional revenue centers and other Division and Corporate based executives as appropriate. Oversees the functions of the revenue centers to ensure effective management of receivables and the effective and efficient function of the revenue cycle. Ensures all billings and collections are completed in a timely manner and in accordance with company policies and procedures and regulatory requirements and guidelines.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Partners with management to develop, plan and implement company and divisional collections and reimbursement strategies and initiatives to improve operations and results. Develops and defines department and billing group goals, procedures and objectives ensuring alignment with those of the company and division. Contributes to the development, implementation and evaluation of programs to maximize clinical and financial outcomes, patient/physician/provider satisfaction, and reimbursement.
  • Drives process improvement initiatives, strategic plan implementations and change management actions to facilitate billing and collections functions ensuring the maximization of revenue. Provides insight, advice and consultation to ensure use of the most appropriate processes and procedures to increase efficiency and effectiveness of the reimbursement function.
  • Develops and deploys collections and reimbursement strategies in collaboration with Corporate and Divisional management.
  • Oversees the receivables management operation on multiple platforms for the division utilizing divisional and corporate resources to allow for maximization of revenue for FMS. Ensures compliance with all pertinent divisional, company and regulatory requirements, policies and guidelines.
  • Measure performance of revenue centers. Monitors monthly and annual AR trends and other pertinent performance metrics, providing analyses, observations and recommendations to management to drive continuous improvement efforts in all areas of the revenue cycle.
  • Provide leadership, guidance and coaching for all direct reports to maintain an engaged and productive workforce; partnering with Human Resources on employee matters.
  • Drives the performance of the employees by establishing expectations/goals, providing informal feedback throughout the year and formal feedback in the form of the annual performance evaluation.
  • Monitors all major issues impacting divisional reimbursement operations and collections, ensuring appropriate actions are taken to address identified issues and providing guidance and expertise as necessary to ensure an effective and suitable resolution.
  • Ensures accounts receivable trends are closely monitored and that the appropriate decisions and actions are taken promptly to remedy operational and collection problems.
  • Ensures identified audit and compliance issues are addressed and corrected.
  • Oversees the monitoring of bad debt reserves, contractual and write-offs.
  • Contributes to the compliance with, and development and updating of, company, division, and department standard operation policies and procedures.
  • Develops and maintains external professional relationships with payers, professional associations, regulatory agencies, external auditors, vendors, and other healthcare organizations to monitor and influence external forces impacting company and division receivables and reimbursement.

  • Ensure that budgets and schedules are within company requirements with significant organizational responsibility for the overall control of planning, staffing, budgeting, expense priority management, and the recommendation and implementation of current practices.
  • Review and comply with the Code of Business Conduct and all applicable company policies and procedures, local, state and federal laws and regulations.

  • Establishes protocols in the facilitation of strategic interdepartmental cooperation, motivating development of new tools and methods for dealing with crisis situations.
  • Decisions are often complex with significant organizational impact, managerial and budgetary responsibilities. Erroneous decisions will have a serious impact on the overall success of long-term company operations.
  • Oversees focused operations within a division or market segment. May oversee multiple departments of a company-wide function which impact the entire organization. Sets the vision and direction through resource allocation decisions for a significant organization or business unit.
  • Provides more of a support function. Directs and controls the activities of a complete functional area through multiple levels of management. Has overall control of planning, staffing, budgeting, managing expense priorities and approving changes to methods and practices.
  • Interacts with all levels of the organization to manage the business. Regularly interacts with executives and/or major customers. Has strong interaction with SVPs, Presidents and possibly with the CEO.
  • Serves as a representative of the organization to external customers. Regularly interact with executives and/or major customers. Interactions frequently involve highly visible activities which may include speaking to or negotiating with customers, influencing other executives and/or academics, lobbying regulators or policy makers and representing the organization on matters of great significance.
