Please note this position is a hybrid of remote and working in the office two days a week.

T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons as the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work

Duties

• Prepare detailed calculations, drawings, technical specifications, design and installation packages, proposal evaluations, technical reports, detailed analyses, and other materials suitable for procurement and construction purposes.

• Prepare material quality takeoffs and engineering estimates.

• Provide direction to and collaborate with project engineers, project management and installation staff.

• Determine requirements using FAA and industry standard guidelines.

• Develop and write construction scopes of work.

• Write survey reports and make recommendations based upon information gathered during the site survey and professional judgment.

• Prepare engineering and installation man-hour estimates for all project phases.

• Develop and review schedules for assigned projects.

• May be required to provide Professional Engineer’s seal and signature, as appropriate, after assessment of documentation for adherence to all applicable codes and standards.

• Travel to supplier, client, or construction site locations to inspect various facets of work.

• Research and prepare detailed back up information for construction cost estimates.

• Provide input and technical guidance to CAD Designer/Drafters, Designers, and Engineers working on the same project.

• Review supplier drawing submittals, respond to field requests for information and perform technical bid analyses. Implement TSSC Safety and Quality programs into design work.

• Prepare tower condition reports based on data from site surveys by others.

• Prepare tower structural analysis using TNX Tower modeling software and or Risa3D.

• Make engineering recommendations for tower sustainment and service life extension efforts.

• Provide technical support to onsite tower technicians during tower assessment and repair site visits.

• Provide estimates for tower repair and replacement projects.

• Provide engineering design support of new steel structures used to support various FAA navigational and communications equipment. 

• Provide subject matter expertise to project managers and other engineering disciplines. 

• Occasional required to visit tower sites, climb and assess conditions, and prepare tower condition and analysis reports

Requirements

Degreed Structural engineer from an ABET accredited program with 5 to 7 years of experience after graduation. NCEES or other third party validation of ABET equivalancy may be acceptable.

• Registration as a Professional Engineer is preferred in the discipline of Civil\Structural or EIT with the goal of obtaining professional licensing within 1 year of hire.

• Working knowledge of National Codes is required.

• Previous experience with tnxTower and RISA 3D software preparing new steel tower designs or potential failure analyses.

• Must be able to read and interpret blueprints and construction specifications, be totally familiar with construction-related processes related to area of assignment, and have the potential to perform in a lead capacity.

• Ability to solve problems with persons inside and outside an organization to find mutually beneficial solutions.

• Ability to plan and manage multiple simultaneous projects and work activities in accordance with cost, schedule and technical baselines.

• Familiar with construction practices and safe work procedures.

• Previous experience in engineering consulting with federal agencies is preferred.
