Description

The Clinical Product Analyst team, under the direction of the Chief Medical Information Officer, plays a key role in the end-to-end development and configuration of technologies that support care management, utilization management, and population health management. These technologies are deployed internally and are being developed both for UPMC provider use and for commercialization for external provider clients or partnerships, in support of UPMC's enterprise-wide strategic objectives. In this context, the Clinical Product Analyst, Intermediate will participate in determining the strategic direction for HealthPlaNET and related applications and services. The Clinical Product Analyst, Intermediate position requires experienced analytical and/or programming capabilities, established ability to perform tasks such as: defining requirements, developing and/or maintaining and/or configuring computer applications/systems, and providing services to meet business needs within budget and targeted deadlines, under the general direction of the management team and senior staff. The Clinical Product Analyst performs operational analysis, technical analysis and process definition and design.

Responsibilities:

  • Enterprise / new clinical software product business systems requirements definition and analysis.
  • With limited direction, elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Participate in the design and documentation of system functional requirements in formats to facilitate the development of deliverables such as Request for Proposals and/or Information, custom development efforts, project based planning documents such as scope documents and client services communication.
  • Assume project management responsibility during clinical program redesign for existing programs.
  • Utilize principles of quality management to identify opportunities to streamline work processes and optimize outcomes; participate in stakeholder collaboration, system configuration and workflow changes necessary to achieve such outcomes.
  • Assist in the evaluation and documentation of client needs/business processes both operational and financial, including current process analysis and proposed revisions to optimize business processes.
  • With limited direction, proactively communicate and collaborate as part of a project team with external and internal stakeholders to analyze information needs and requirements and participate in the development of the following as needed: Business requirements , functional requirements, implementation requirements, quality of service requirements, use cases, and workflows.
  • Provide service to Health Plan and UPMC enterprise client community, members, patients, families, and visitors, as applicable, while protecting the integrity and confidentiality of all data and information through physical and electronic measures.
  • Assure quality of information through business case and application level testing; validate test results to initial business needs.
  • Participate in the design and documentation of system level, IS operations level, and end user level procedures to support business applications.
  • Identifies and communicates project issues.
  • Effectively follows process.
  • Supports competency improvement initiatives.
  • Participate in the collaborative on-barding and education of new team members.
  • Participate in interdepartmental meetings such as backlog grooming and development oversight.
  • Engage in development process.
  • Participate in all aspects of the development process including planning, review and retrospectives.
  • Participate in the development of the creation of user stories based on understanding of project and requirements.
  • Assist in clinical program process design for clinical programs.
  • Health Plan group responsibilities.
  • Provides regular status reports of activities and participates in group meetings.
  • Creates project/team statements of work and schedules.
  • Contributes to ensuring that associated personal/team quality, cost, and timeliness requirements are met.
  • Identifies and communicates project issues.
  • Effectively follows process.
  • Supports competency improvement initiatives.
  • Assist ISD staff, clients and/or vendors to evaluate, develop, and implement solutions including both packaged system solutions and custom development applications options.
  • Qualifications

  • Bachelor's degree in Information Technology or related business field (computer science, information systems, etc.) or in a health care field, or comparable degree and/or experience.
  • 3 to 6 years of experience in health insurance or clinical health care is required; those with relevant experience in other industries will be considered.
  • Prior experience in assisting with product development, understanding product requirements documents and writing software requirements is required.
  • Generally has 3 to 6 years of professional experience in a business analyst role or comparable experience.
  • Completes on-going training on-the-job, through courses, self-study, certifications and/or advanced degrees to maintain and enhance technical and business capabilities.
  • Serves as resource for dealing with technical or business issues.
  • Applies prevention techniques to avoid repeat issues and crisis situations.
  • Applies advanced knowledge in a primary discipline and working knowledge in multiple relevant disciplines to create solutions for business situations.
  • Operates semi- independently with direction from lead or supervisor 2-3 times per week.
  • Understands and applies basic UPMC values and code of conduct.
  • Interacts with others in an open, honest, collaborative, and reliable manner.
  • Is visually and verbally articulate.
  • Able to contribute to interactive group development sessions.
  • Experience and familiarity with health industry coding systems including ICD-9, CPT, and HCPCS is preferred.
